Matt Maciarello's Biography

Matthew ("Matt") Maciarello is a resident of Wicomico County and is a partner in the law firm of Hearne & Bailey, P.A. His parents John and Francis are retired educators who instilled in Matthew the virtues of public service. Matthew's undergraduate education began at Wor-Wic Community College. Upon graduating from Wor-Wic with an associate degree in General Studies, Matthew completed his bachelors at Salisbury University graduating Magna Cum Laude and was selected as the Outstanding Senior Scholar in Political Science. During his undergraduate education, Matt interned at the law firm Hearne & Bailey, P.A. for Phillip Smith, Esq. and Chris Davis, Esq. Upon graduation, Matt was hired into the Department of the Navy’s Outstanding Scholar Program. Based out of the Washington Navy Yard, Matt supported the Naval Supplies System Command as a civilian contracting official.

Matt continued civilian service as a contracting officer for the Social Security Administration and the Centers for Medicare and Medicaid while attending the University of Maryland School of Law. Matt earned his juris doctorate in 2003 "with honor," a designation reserved for students graduating in the top one-third of their graduating class. Upon graduation from law school, Matt sat for the Maryland Bar Exam in the summer of 2003 and was sworn into the Maryland Bar in December of 2003.

Upon graduation from the University of Maryland, Matt served for two years as law clerk to the Honorable Theordore R. Eschenburg and the Honorable Thomas R. Groton. Later, Matt proudly returned to Hearne & Bailey, P.A. as an associate attorney. While an associate with the firm, Matthew was engaged in the general practice of law with an emphasis on criminal and civil litigation. Matt also served as a panel attorney for the Office of the Public Defender handling misdemeanors and felonies in the district and circuit courts of Wicomico, Worcester, Somerset and Dorchester Counties. In August 2007, Matt sat for the Delaware Bar Exam and was sworn in as a Member of the Delaware Bar the following year. He completed his preceptorship, a clerkship required for admission into the Delaware Bar, at the law firm of Wilson, Halbrook, and Bayard, P.A. in Georgetown, Delaware. After his admission into the Delaware Bar, Matt and Hearne & Bailey opened Hearne & Bailey’s first Delaware office in 2008. Matt became a partner in the law firm of Hearne & Bailey, P.A. in August of 2009 at the age of 35.

Matt is very active in both the Maryland Bar Association and Wicomico County Bar Association. He served three years as an officer of the Wicomico Bar Association and is the immediate past-president of the Wicomico Bar Association. Matt is also very active in service organizations in Wicomico County. He is an active member of the Salisbury Rotary Club. In 2006, Matt was named Rotarian of the Year and was awarded a Paul Harris Fellow for his service and dedication to his club and his community. One of Matt's passions is contributing to Wor-Wic Community College where he serves on the Wor-Wic Foundation Board. Matt is also active in the Salisbury Area Chamber of Commerce where he serves as the Chamber’s assistant legal counsel.

Matt is married to Sarah (Morgan), daughter of David and Pam Morgan who retired from their business, the Unfinished Furniture Warehouse. Matt and Sarah have two boys, Jonathan (9) and Luke (5), who attend St. Francis De Sales Catholic School. Matt is a soccer coach for Jonathan’s St. Francis de Sales club soccer team and a den leader in the St. Francis De Sales Cub Scout Troop, Pack 185.
